It is not so simple, there are like millions of things. And untweaked system feels like shit, can't hit anything! I have i5 9600Kf, 3200mhz g.skill, RTX 3070, 100us dpc latency mobo. On clean install I couldn't even kill gold league player. Many of these certainly not placebo tweaks. Besides lag, they can affect mousefeel greatly! I tested myself with blur busters input lag AB test thoroughly and I can tell 6ms difference in input lag! I was Supreme in CS GO. Also timers are important and various BIOS features. Even some 500$ motherboards suffer from 1ms+ DPC latency. Doesn't save you from bad optimization, or bad drivers, which slow system responsiveness, or generate DPC latency.
